Yep. A nice used one. Bikes depreciate considerably, but the value usually stabilizes fairly quickly.
I'd look for something 1-2 years old. But if you plan on borrowing money to get one your bank may decide for you which is the direction you go.
The new 600RR ('07-'08) is a great ride. I had a 2006 600RR and I was pretty happy with it.

I have an 06 and love it. I actually traded in my F4i for it. Like everyone has said already, its not the most comfortable but its damn fun. The pass seat is not very comfortable either, so my gf tells me. Honda seats are usually way less cushy than the other 3 Jp brands.
Beginning in 05 you get radial mounted front brakes and inverted front forks. I believe there were some minor changes to geometry and a slight increase in power.
Then the 07 was a complete redesign; lighter, faster, and more nimble. These also come with a factory steering damper.
Any year you chose, I doubt you'll be disappointed.

I though it was ridiculous too when my uncle first told me until I paid msrp. for my 07 R6 when 3 other dealers wanted $500 - $800 above msrp because of freight and assembly fees. I realized in the end that it was me who would been a sucker to think these charges make sense and paid above msrp.
I do think the situation will vary but if you live in the Bay area where motorcycle shops are everywhere you as the buyer have the leverage if you know how to use it.

just over a month i got my 1st street bike 08 CBR RR. got little over 800 miles on it now..
depending on where you are.. you can get one for 8300 to 9300 OTD NEW
if your near by or can get it shipped.. this is the cheapest anywhere

So I went with a used sv650
Look around, there is a shop near me that charges $25 for all the fees and prices bikes significantly less.

I was looking for an '08 Ninja when I bought my '07. The dealer wanted $3400 for an '07 and 4800 for an '08 + one month wait list. I couldn't get them to budge much on the price of the '08, and it took a lot to get them down to 2800 on the '07 used with 30 miles. It wasn't a great deal, but I got them to throw in a 30 day warranty plus the 600 mile maintenance since I was worried about it sitting for so long. Anyway, couldn't justify the nearly $2,000 premium for the '08. The 250 is a great bike for around town but definitely doesn't do anything for you in a straight line. Fun as hell beating the piss out of it around town which you just cannot do on a 600.
My other bike is a F4i, up until the '08 600RR I'd suggest getting the F4i instead. They're very affordable now and more comfortable than the 600RR and very close in terms of performance and fun. It's a great street bike and imo the best starter 600cc out there for someone who isn't an idiot. You really can't go wrong with it. The only way I can see not being satisfied with the pre-'08 600RR or F4i is if you get the bug for something more race replica. I can see getting it and wanting something more in a year. You'll lose almost no value on an older F4i or 600RR and you don't have to worry about dropping it as much as you would a newer one so I'd say go for it.

11,000 miles on my 07 600RR and still going strong. Not a single problem, just regular maintenance and tires, it is one of the best bikes I have ever ridden.
Get yourself a used F4i, ride the piss out of it then find your self a used 07/08 and you won't need another bike for the rest of your life
