Default Can u set a 'polish' to a nonpolished lip?

If a set of wheels came without a 'polished lip', is it possible through painting/powdercoating/anodizing methods?? to put a polish on the lip??

Any DIY guides or how to floating about?

You wouldn't paint/powdercoat/anodize to polish out a machined or like lip. You would simply polish. It is an incredible amount of work and personally I would rather pay a shop to do it rather than spending many hours PER wheel.

It can be done professionally and costs $50-100 per wheel depending on where you get it done/live. Best bet is to ask your regional forum.
