Some might call it smart. A wet car may not get written off. A wet car with a hydro-locked engine surely will. If you are going to fail, fail big.
When something like this happens, people don't always think rationally. The first thought may not be "Oh, I'd better turn the motor off before water gets into it".
Besides, on the Veyron, AFAIK, the air intake for the car is at the top:

I know the guy personally. I got a ride in that car. Very sad that it happened. Everybody makes mistakes though.
