My vote is an old Civic/Integra if you want to keep it on a budget. Do a B or K swap in it, and boost can be had fairly cheap in those cars as long as you keep lower power/PSI.
For something with more kick or a little bit more fancy/RWD, I'd say 350z. Their price has dropped a LOT in the last several years.

Have you considered getting something that has recently become legal due to the 25 year rule? A lot of cool nissans are available now. It may prove difficult with parts though.

I am really tempted to get an old Rolls Royce Silver Shadow, strip the side markers and bumpers off. Slam it, black it out, put an LS engine in it.

What's the budget for this "project car" and how extensive? FYI, no "best" project car, just cars that I'd love to drive and track.

Apparently the market for LS swapped miatas is kinda crazy. Pick up a roller for a few grand, clean it up, throw an LS in it, get it tuned, make 370ish to the wheels in a 2400lb car that is now worth close to $20k on the forums. Shocking, I know.
