I would say the minimum for a collection is gotta be atleast 20 or so. i realize that all a matter of opinion, but still 13 cars isnt THAT many. hell my dad has 5, my uncle has 7. when you have warehouses for your cars, then you have a collection.

Uh, he does have a warehouse. And I think your bias to the man clouds your judgment. Owning 13 civics isn't a collection, the guy has 13 cars from different time periods, and different types. We're not talking about a guy that just went out and bought 9 Ferraris, and 4 Lambos. It actually seems he put thought into the cars he bought, so yeah, that's a collection.
