Downshift from 5th to 3rd has a slower response time, however, because of the nature of 2 clutches.

VTEC_Junkie, it makes a difference. The downshift isn't as quick as it normally is. Going from 4th to 2nd takes longer than 4th to 3rd because 2nd isn't preselected as 3rd is. You can feel the time difference. But you are definitely correct about the sequential order.
Test drive a GTI and feel the sweet gearbox! Of course, I'd never own one because I love manuals, but it is very nice.
