I agree, but giving an affluent household $600 bucks isn't going to influence their spending habits. Whereas those who are poorer might have a greater chance of spending it. Sure not all are going to spend it, but at least a portion will.

Don't forget about the amount of money you have to invest into your retirement plan on top of it all. Being responsible sucks in the short run.
