Will a Front OEM lip cover this bumper damage?
Long story short some old pick up truck quarter panel fell off the guy's truck on the 60 fwy eastbound near the City of Industry and decided to go straight towards my front bumper. I couldnt do any evasice manuevers to avoid it because there were cars around me. The pictures show the damage. For those of you who have knowledge or who have an actual oem front bumper lip. Will the OEM front lip cover this damage if I put one on my car?

Don't know about the lip firsthand, but your nose has got a very obvious wave in it now below the headlight and it's not lining up at the seams.
Based on the pictures you posted, I don't think the lip will cover the damage anyway.

It won't cover the damage.
If you are willing to spend $$$ on a lip to cover it, you might as well either get the front bumper repainted...or buy a brand new front bumper. Either of those would actually be CHEAPER than buying a new lip.
Alternatively, if you're looking for a reason to buy a new part (like we all are), you could buy a lip, cover most of the damage, then use touch up paint to hide the uncovered portions. Would be a little ghetto, but most likely not too obvious to someone that wasn't looking for it.

If you have comprehensive coverage on your insurance policy and have a fairly low deductible, I would file an insurance claim. Since the object was MOVING into your path, it will not be a collision claim so your insurance premium won't go up. This is only worth it if you have a low deductible, like a hundred or two. If it's 500, start the search for a new bumper.
Just a tip, if you tell the insurance company it was sitting on the freeway and NOT moving, it will likely be a collision claim and will affect your premium. So basically, no matter what if it was or wasn't, it was moving.
