$600 is nothing really, especially for the America government. Macau/Macao (a city located East of Hong Kong belonging to China) is giving out everyone USD$700 (or a little less) this year.

Yes, we have more people in here, but think about even a small city with less casinos than Vegas can give out their citizenship USD$700, it would make our $600 nothing.
