On single stage yes, layers of the paint get affected. On two-stage the clearcoat is the first to get affected as it is on top of the base coat. Heat and direct sunlight over a long period of time causes the clearcoat to wear out or even peal.

Droplets of water on a car left out in sunlight can act like hundreds of tiny magnifying glasses. At the right angle, and given enough time, they can burn the paint, just like burning ants with a magnifying glass when you were a kid.
I have this damage all over the top of my Camaro. I didn't know what it was at first, and tried claying the little spots. Lots of tiny little white spots all over the hood, and other horizontal surfaces of the car, parts where water can bead up and stay on the car. It's not noticeable until you get close to the car, then it looks like you're looking at the night sky. Black with thousands of tiny white specks.
