I live in Orange County, Southeast of LA, Northeast of Oceanside / Vista / etc.
Although I don't know the area down there, our riding instructor takes her lessons in that neck of the woods. I'll ask her if she knows of anything.

Krista suggested:
Equestrian Centers International
2635 N. Twin Oaks Valley Road
San Marcos, CA 92069
(760) 744-2282
She also mentioned a place in Del Mar, but I have to get the name.
Finally, she asked at what level your friend has been competing. With that she may be able to recommend one or more potential instructors in the area.

There is a huge equestrian center about 3 miles inland from Solana Beach where they had the Equestrian Olympics during the LA Olympics years ago. It's called The Ranch. It's the old Pickford Estate. Just south of Carlsbad.

Thanks for the info guys.
She has mainly been into the Hunter Jumpers but does some Dressage work also. She has not been competing in Dressage but her skill level is better than a beginner or level I rider but her horse may not be up to more than that right now. Like your horse Bill, her's had a problem that has kept her off of him for the last 3 months. She's just now starting to ride him again. She's almost 25 with 18 years of training under her belt. She's a heck of a good rider and was Captain of her Universities Equestrian Team.
