Rio AP2 on Santa Anita and Huntington Blvd in Arcadia around 1:15am or so. Driver waved to me but I wasn't able to high beam on time since I was on the phone

yeah we get alot of outsiders comin here to run games. thats why towing is being enforced more than ever now, especially at night.
