Umm, first off, our cars don't have "ram air". Second, taking the airbox cover off will only yield you a nicer/louder sound but you will lose some power. Shouldn't affect mpg by much, might drop a mile or two however.
And since it's sucking up the hot air from inside the engine compartment, heat soak will be an issue, especially in stop and go traffic where your engine will bog when moving from a stop.

Lets not be so brutal on this new S2Ki member 
I think the little horn shapped induction opening on the intake box makes him believe its "ram air." However, I do not believe this is fully the case.
You can get a spoon snorkel which gives the effect of "ram air" by extracting air from the front of the bumper.
To answer your question, taking off the lid of the box will improve the sound, BUT at the same time lose a bit of low end pony.

Well, you can't really ram anything without some sort of mechanical device to compress it down.
the snorkel and air guide redirect the air flow from a colder source(hopefully) to the filtering element.
it's more of a sale pitch(damn you firebird and suzuki 1000 GSXR =P)
