Question: OEM Wheel Lock all the same?

No they are different. If you have a Honda dealer near you the have a master set and can remove them for you, and if they show some good customer service they'll do it for nothing, but don't count on it.

McGard manufactures the OEM Honda Wheel Locks.
They can provide you with a duplicate key.
When the Wheel Locks are purchased, there is a registration card to mail in. If you did that, McGard will have your name and key number on file. Even if you didn't mail in the registration, the original paperwork has the key number on it.
