I think chap stick is a petroleum based product so I don't know about toxic but it could get the dog mildly sick maybe. but I don't consumption of one stick I don't think would be life threatening at all. I've eaten a whole stick of cherry chap stick when I was like 4. I don't remember anything happening to me at all.
There's some people who apply a whole stick in one application. Same as ingesting
