That does not work with anyone that is worth a damn at negotiating. It's called one of the oldest tricks in the book. If one of my employees tried that crap with me, I would tell them to go ahead and take the other job. I know what my people are worth and I pay them accordingly. If there are better opportunities elsewhere...don't let the door hit you in the a$$ on the way out.
All depends on if the employee is easily replaceable. In my industry at my level an offer from another firm guarentees, a word I chose carefully, a counter offer to stay. Unless you are a complete tool.

I've been a part of what Brian posted.

2 begged to stay offers both = raises.

Then I ran into endless problems in hard company times... it was obvious what the problem was. Someone now does my old job for about literally half the pay. HAHA ... I'm just laughing to see what a horrible job they do.

Similarly, from what I've read, it's a bad idea to stay at a job that
tries to keep you by offering more money. HR keeps their eyes
on such things, and when times get tough it's those "I'll stay for
more money" people that get the boot first.

Take a look:

Your correlation may be spurious, because in a downturn the highest paid people in a given role get laid off first often times.
