As a former VFR owner, no, an Interceptor is a VFR, (V-4, 750 to 1300cc depending on the model year) A CBR is NOT an Interceptor.

CBR900/1000: Fireblade
CBR1100XX: Super Blackbird
The original VFRs were Interceptors (actually, they were VF and not VFR), then when the mid-80's anti-Ninja legislation came about, everyone dropped the model names and the Interceptor name was dropped.
The "Interceptor" name came back for the '98 model year, if I remember correctly with the VFR800. I owned a '99 VFR.
It had linked brakes. ABS in 2002 I think. It was the first Honda Motorcycle with VTEC in 2002. Unfortunately, the addition of VTEC meant that the VFR lost its signature gear driven cam and its associated sweet sound from those straight cut gears. I can hear a VFR coming just by the sound. The gear noise and the nice V4 syncopated exhaust note is unmistakable.
It is now the VFR1200F no more VTEC, but it introduces a dual-clutch transmission on a motorcycle with a switch between automatic and manual gear shifting.

I don't have a M license for cali but... I do have an AMA professional license My experience being pulled over here has never shown to be a problem.
