I would try finding a cheap alternative phone for the time being and getting the iphone v2 this summer. The biggest change will be an upgrade to 3G (ie you'll be able to surf the web, watch youtube, download music, etc quite a bit faster than you can on the current iphone and its edge network). To me, this makes the iphone MUCH more appealing and thus I would try my hardest to wait for the new phone.

i trying to look for iphones on ebay and strange thing is that they go for like $500+ when you can get a brand new one for $399?!?
same thing on craigslist too? like it's super hard to find one?....

Those are probably unlocked, for those too lazy to do it themselves. If you're staying with AT&T you don't need it unlocked.

Are you ready to upgrade? If so, go buy it at normal price from an apple store and take it to a AT&T store and tell them to upgrade you and give you $100. You need to go to a store that is owned by a person and not a corporate store.
