#1 - Try to find a hookup. Most retail jewerly stores are way too expensive. Bought mine for my wife through a diamond wholesaler in the jewelry district downtown.
#2 - I wouldn't use a rule like "2 months salary", I'd go by what you can afford and what the future fiance will like. i.e., my friend bought a saltwater pearl engagement ring because his now-wife doesn't like diamonds in the first place. Some women also don't like huge stones--these women should be cherished and their wishes honored.
#3 - Once you've decided what you can afford, you have to pick between tradeoffs of cut, color, clarity, and carat. Bigger is not always better.
I'd also say the setting is just as important (if not more so) as the stone. If you can, take her ring shopping with you and find out what she likes. This is a piece of jewelry that, if all goes well, she will wear every day for the rest of her life. She has to LOVE it. You're better off killing some of the surprise factor to make sure she does. I've heard of some people proposing with the stone in a basic setting then going back to the jewelry store to let her pick out the setting she wants.

that way it leaves a lot of room for upgrading. i didn't start with like a 2 or 3 carat and then trying to upgrade that.

Spending a fortune on a ring isn't worth it IMO... If a girl is asking for a giant rock, then she's got some other issues She should be happy with whatever she is presented with - afterall, the ring really doesn't mean as much as the marriage she's about to accept! Besides, it can always be upgraded later
