Only cut if you do it the right way (meaning cutting the inner 1/4 lips, filing them down to get rid of any sharp edges, and throw some undercoating to prevent rusting; and to also use as a "lube" for the tires to just glide on if you're running a REALLY aggressive set up)

hmmm...not sure, but i assume you could, but why would you still need to?.....and the only reason why i prefer to cut instead of roll is that it looks much cleaner from the outside...when you roll, there is a chance that you could crack the paint...idk, thats my opinion
Correct me if I'm wrong but if you cut the fender wouldn't you need to re-weld the the portion you just cut, since the reason most people choose to roll instead of cut its because if you notice there are welds around the rear fenders which combines two metal body pieces on top of each other. Right?

I usually just take a cold shower if I need to keep from rubbing.

i think you're right, but when i cut mine, i only cut about half of the "inner lip" off...i left a good amount uncut, for two reasons: structural integrity, and my wheels/tires clear with only a little bit cut off

so i guess if you need a whole lot of clearance, then you're probably better off just rolling, so that way, you can flare out if you still need to

to run that setup on the rear, I rolled the fenders and cut the bumper tab. I didnt cut the tab enough but only rub on really hard bumps, but along with the tab, I rub on this portion of metal behind the tire. I'm not quite sure what it is.

I'm dropped 1.5" on hipermax and run -2.5 degrees in the rear.

Most people hit the nail on the head. Just roll the rears and cut/relocate the rear bumper tab. The reason you don't cut is because your rear quarter panel has spot welds where you cut so if you cut there's a chance those two pieces of metal can come apart.

If you cut only the edged part, you really wont hit the seperation that you're referring to. It's when you go higher

This is what i did on the rears... I just removed the rubber on the lip, then shaved the lip slightly with a metal file, then I drilled 2 holes on the rear bumper before the tab and put zip ties there to hold the bumper on, then I removed the bumper bolt and banged the tab up so you don't have to worry about separation and had no rubbing issues, running 255/35/18's with Tein RA's.

You don't need to do anything on the front.
