Well, that is not true in my situation, my buddy got a 2007 Nissan Altama and got one license plate...I asked him why, and he said, I have no idea but it explained on the yellow envelope that came with the single license plate...at first I thought he was really pulling my leg and it sounded to good to be true.

my ex's sister said the same thing, only one plate in the envelope. so i went outside, unscrewed the rear plate and sure enough the second plate was stuck to the first plate so tight that she thought it was one plate.

The two most common things that I've seen happen is that both plates are stuck together and people think they've only received one plate. Being that they're so thin, it's a common thing to happen. Another thing is that people don't pay attention to the extra pocket on the yellow envelope and end up throwing the reg card and stickers away when they toss the envelope.
Everyone is mailed two plates. If you think you've only received one, look again, most likely you have two plates stuck together and mounted in back.

what about running no plates? just keeping the temp registration in the window? I did that for about 9 months on my last car and had no problems.
