Unless the CHP has a "deal" going on with the City. I have seen MANY Irvine PD pulling people over on the highway.
As for exceltoexcel If you are asking about California Laws then you are in the right place. If you are asking about a situation you had at home then Overbooster is right, you should check with your Local PD.
Remember everyone getting an up todate copy of the Traffic laws is easy as 1-2-3.

Police officers have a moral duty to stop a crime regardless of what city it is in. If an Irvine police officer sees a crime occurring in Burbank, he has the moral duty to stop it.

You are all correct, a city cop can enforce the laws anywhere in California. All he would need to know is what court to cite you too for that jurisdiction...

IF any public access is available to that parking lot, it is considdered a public roadway and reckless driving etc can be sited, if the gate is locked so no one can get into the lot, you can still be sited for noise etc.
