If you're in PA why are you asking people from California?
IANAL but my two cents.....
Generally they can't cite you on private property. You don't even have to have your vehicle registered if it never goes on public roadways. However, if what you're doing is dangerous then you might be cited for some other violation. Let's say your land isn't very big and you're doing donuts that put your neighbors house at risk or something like that. You might not get cited for a traffic violation but you might get cited for reckless endangerment or some other offense related to the risk you're subjecting others to.

Exactly right, Strike. Just because its private property does not mean that the law doesn't apply.
Can you smoke bud on your private property, legally? No.
Can you discharge a firearm in the same manner? Clearly no.
Same goes in a parking lot. A cop rolls past you and smells bud.......guess what Jr.?
Do a burnout, donuts whatever and that is reckless driving. He may appreciate the neat "donut" impression on the asphalt - reminding him of his morning snack, but will still happily smack you down.

In a public parking lot, you can get zapped for vehicle code violations. On private property, such as your driveway, you can't. But if your behavior on private property endangers the public, or disturbs the peace, you can be cited or arrested.

I got a question myself.. Can a City Police Officer pull you over in the freeway for doing a violation on the freeway? I know the can pull you over if you did a violation on city streets and then entered the freeway.
