Seems like an easy fix if you know what mods you had on it. Go back to stock and smog it.

New cars are now exempt from the biennial smog for 6 years past their MY date vice 4 years. After which it will need to get smogged biennially.

Or whenever the vehicle is sold or registered in CA for the first time regardless if it's new or used.

i actually put everything back to stock.............before i sell it ...

it was sold in stock form.... there was no any mechanical problems with it either...

hmm wonder what it is...

Possibly timing or a failed EVAP controller. You'll need a dealer to check if its not something obvious.
