Carmen is right though. I use a credit consolidation company that I refer all my clients to and they usually get their credit card debt reduced fairly easily.

That's the trick. Tell the CC company that you won't pay NADA unless they show your account as closed - paid in full vs settled.

50,000 people wouldn't be many. Probably trying to recoup from the way way way overlevered people that were basically committing fraud by lieing on CC apps and who are sunk. I doubt most people would be dumb enough to go put themselves willfully in that position now on the hope of getting into a program like this.
