Who was/is the original provider of your phone? It could be locked to a certain carrier, but if its unlocked then you may use any carrier that uses a sim (ATT or TMobile)
If the phone is locked to a carrier, all you have to do is go to your local provider's location, (if it's unlocked, choose whoever you want) and either choose a pay as you go (prepaid) and buy minutes, or you may choose to engage into a contract. If you go prepaid, there might be a setup charge.

You can buy a whole new prepaid phone w/ free minutes included starting at like $20.
Think about that before you spend $$ to set up your existing (probably older) phone.
Also, some prepaid plans are by the minute, by the day, or by the month. Be sure to shop around and activate on the right plan.
