Went to CHP on Goldenwest and got denied.

QUESTION: Can you get a ticket for the same violation even if you havent corrected it. IE front plate. I was planning to ride it since the ticket stated I had to get it fix before 4/4/07 or face 300 in fines. I dont wana put it back on so I was planning to ride with it off and tell the PO that I already got fine but didnt have time to fix it. Told the PO that the dealer didnt give me a front plate holder, so I had to call and get one ordered....
So question is.... can they fine me for not having a front plate even if I've already been fine for that.....
Oh, I have a PO friend, so my tick is signed off already w/o plate tho
