I had the same problem once.
Go to the Courthouse and they will give you a print out. That print out is the ticket (kind of) then you can take that print out and have it signed off.

LOL NATE!! Im gonna keep a copy of that one! 
So I decided to try anyways, hit up Autozone - got my front plate bolts and put it on.
Went to CHP on Goldenwest and got denied.
Went to court - got a copy - went to police station - got sent to sheriff (located inside courthouse) - went and got car inspected - parked car far away - came back to get ticket signed off - went to court with about 3 minutes to spare.
Wanna hear something cool? I went for modified emission and no front plate. Both non-correctable but I got permission from the judge to fix the plate. I did not get my intake inspected - It was still marked uncorrectable yet I got signed off on both! HAHA! I only paid $10 for dismissal fee!! YAYZ!
