Joseph, this is Jon. IMO don't run the TP. You'll gain a few hp but honestly, that few hp doesn't make that much of a difference. Just get the HFC which flows a lot better then the oem cat and a little less then the test pipe. You also won't have the smell lingering everywhere you go.
You can get a fat fine for changing out the cat and if the cop really wants to be a dick, he can get your car towed. Just because the state Ref isn't around right now, doesn't mean that you won't have to see the Ref when they get back. You will still get a ticket, showing that you have to go see the State Ref.

This can be bad rather than good.
My friend just got pulled over in her stock STI, and the cop claimed she
had a modified exhaust. Since there's no ref, she was required to go to the
dealer to get a certificate proving she had a stock exhaust, and then go to
court to prove her innocence (guilty until proved innocent--the motto of the US )
Makes moving out of CA look better & better

IN WHICH CASE.... $10 dollar ticket and you get it signed off, if the cop doesn't use a a db meter it won't hold in court anyway ...case closed.
now from smell???? I honestly can't smell mine at all, nor have I heard complaints from friends of family riding in my car or any mention of it. I have had other S owners tell me on canyon runs that it is smelly but then again that was when I was running untuned so I'm sure they were smelling raw fuel since I was 11:1 AFR across the board. this is a turbo car after all, smelly is included. As stated though... I really don't think my car smells, especially on the side of a road where traffic is blowing by behind me taking the smell forward away from a cop who would be behind me pulling me over.

i'm just saying you'll never know what kind of person you're going to deal with when you get pulled over. if they do their job and find illegal modifications, especially those involving emissions.... at least you have time to save up money

If you are going to run TP - you do it knowing full well that you risk getting reemed up the ass for it. Thats it! If you do something illegal, you should not be surprised when you get caught for it. I run TP, I hope I dont get caught for it - but if I did, I had it coming to me y0.

That makes me mad to see them even spend that much money/effort on test pipes..... Stupid....
I'd like to see them buying back more old vehicles that poor smoke out 24/7 to get them off the road rather then bust a new car owner with a test pipe. My buddy with a smog shop says he's seen cars pass w/ test pipes before and that new engines burn amazingly clean since a clean burning engine typically means well tuned and less unburned fuel etc. Manufactures want to make the most MPG possible and power, and the way to do that is to run lean.
