Bogus Parking Ticket?

Bogus Parking Ticket?
So my buddy has a town home over in Costa Mesa. In the back he has a garage and there's also an alley way. He parked the car there while we went inside so I could make his girl wrap the presents I'd bought. So he just parked blocking his own garage. We come out a bit later and he has a ticket for parking in the alley. I looked at the ticket and first off it looks like a 5 year old wrote it, and to top it off the cop didnt even sign it or put a badge number. As we left we saw all the other cars back there had tickets as well. What do you guys think Is the ticket even valid since no cop signed it and no badge number.
Synopsis: Got a parking ticket, but no cop signature or badge number.
Edit : Santa Ana not Costa Mesa, Right across the street from Calvary Chapel
Pics:
Sorry the pics suck, but you can kinda get an idea

if it's not signed, it's not validated... but just to be sure, you might want to call & check.

Parking tickets are not issued by a cop but rather parking control. You can not fight it, just pay it and don't park in the alley.
