the whine is not crazy loud. its a lower more subdued whine than that of a supercharger.

the whine shouldn't be there at all, so i'm hopping we have finally narrowed it down.

I guess what I am trying to say is that it's probably not your battery.

Check the voltage on the fuel pump wire at the pump. Sometimes the wire is weak and can send enough voltage causing the pump to run slower.

i am loosing fuel pressure when the car isn't starting.

this loss in pressure is after i installed a new fuel pump.

next on the list will be the relays and fuel filter i guess.
