Everybody "has a friend" who has had a problem with a iPhone. Usually it's caused by ID 10 T code ( hint bunch the letters and numbers together to read), this is a CS code for the great unwashed. Your best bet is to go find a Asian cell phone store, and deal with those people in cash. Uncle Sam won't get his share in taxes from them but you will get a good deal. Buying used is pretty risky.
