Well, it's based on a current promotion. I had pre-ordered an HTC Hero Android phone and found out today that Reward Zone members would be able to pick up the phone today (a couple of days before the release date). Called the store that I pre-ordered from and was told to simply come in with my Reward Zone card and I would be sold the phone.
I show up and am told that I need a coupon in order to take advantage of the Early Sales Event. Unfortunately, I do not have the coupon, but I do have my Reward Zone card. I ask the manager to show me their memo on the promotion, which clearly states that the store could print out coupons for customers who can't print or forgot their coupons. I point this out and the manager refuses to print out the coupon though he admits that he can.
End of the day...not the end of the world, but I don't like wasting my time or being given the run around. Just wanted to find out if there is some inside rule that would be contrary to what was on the internal memo...OR was this manager essentially going on a power trip. I intend to escalate to Best Buy corporate...

I don't see why he wouldn't just print it out, or use a copy that someone already else used. So yes, probably an idiot manager, or a power tripping manager. I used to reuse 10% coupons all the time, it doesn't affect anything inventory wise, and I know they don't collect coupons to show to someone. I would go in, ask another employee to print it out, and walk out with your phone.
Btw, there's no use reporting it to corporate, they could care less. I'm not trying to protect anyone, but that again would be a huge waste of time.

So, the manager at Worst Buy clearly demonstrated that he doesn't give a crap about you. And joeLTron has noted that Worst Buy corporate doesn't give a crap about you. So why not take your money elsewhere?
