question...if i have a licence plate, how do i find the registered owner or get any other inform like vin matching that plate? looking to buy a car, its out of state, blah blah blah...the person and i are talking over email, I want to make sure the name this is legit, i also asked for the vin number but i'm waiting on that. good deal, but too good to be true?

I used carfax. Almost bought an NSX before the S, until the car history started looking kinda shady. The car kept jumping to several states within a few months time.
