a freeway name is not just the word for a number, such as 5 or 10, but includes a designation I5 or I10, H101. Now if you said I5 when referring to the 5 freeway, it would be retarded to say 'the I5.'
I am well-traveled myself, although I've only ever lived in California, but nowhere else have I seen people referring to freeways using only the word for a number.
