That ain't going to happen in California.
They had all the smog shops spend all that money for the equipment and now they aren't going to use it on OBD 2 cars, I don't believe it.

This is the bill that is supposed to change CALI SMOG on 01/01/2013

Hard to read the legalese but this is the gist:

This will affect vehicles MY00+, so any vehicle prior will still have to pass the dyno test. Shops will still have dyno's but if you bring your MY00+ car in for testing it will be OBD plug in and test.
I'm sure there will be more on the subject as 2013 is far away still. As for now though that is how the bill reads (in layman terms) to most people.

It's a bill already. Whether or not they implement it is another question.
Talk to out of state folks. Most places that have this type of testing say it is pretty quick. I have friends in AZ and they drive up, plug the scanner in then they drive out (if they pass of course).
AZ, TX, and NY are some places that have this already.

So the plug-in test doesn't care what is actually coming out of the tail-pipe. Will it care about any aftermarket equip that doesn't affect the sensors it reads?
