For $35k, you're in a little bit of a tough position.
You're not going to find an 04+ M3 for that price. The 02-03 cars were mostly the ones that got recalled... and the recalled cars are proving to be reliable as long as they were treated right. Overall, the cars are not as reliable as S2000s but they are still fairly well made.
Ever thought about getting a new 06 M roadster? They had some amazing lease deals and I suspect there are still some on the lots. Very nice car and the payments work out to be something like $550 a month, which is cheap for a $55k car. Same motor, but about 200lbs lighter.
(but, not available in SMG)
Anyway, if you're set on an M3, I'd try to get a CPO'd car so you have warranty on it.
