I don't think frequency of rain is nearly as important as proper drainage. IMO CA is horrible in this regard. I lived in Oregon for almost a year and never had a problem driving in the rain even though we got a lot more of it. I know 3 people that have hydrolocked their motors using CAIs in Sacramento. In my old car I once parked on an incline during a heavy storm, came back 15 minutes later and the spot had filled up with water halfway up my fender! Had to get someone to help me push the car back so I could start it. No fun on a hill in the rain...
Honestly, the chances of it happening are very slim, but I decided it wasn't worth the couple extra HP to take the chance. The water draining into the tube is a real concern though, but you can get the umbrellas on Ebay or just make your own.

Do a search!! There are plenty of topics on the AEM V2. In short, plug the hole and make an umbrella!! Unless you take your car for a swim you shouldn't have any problems with it.
