where to buy helmet?

While you would probably find better prices online, I'd highly recommend going to a local store and trying different helmets on before buying. Choose the one that fits your head best and is within your price range. You can always check online prices and order later - at least you'll know which one fits well.
As far as ratings, you can probably get away with an SA95 rated helmet for track events, but current (brand new) helmets are probably SA2000. They'll be changing to SA2005 standards about a year from now, so I'd opt for an SA2000.

I found some SA2000 on ebay but they looks ugly so I am tring to find a local shop that I could find a better one. so do you guys know a good shop I could try?

Get a SA2000. If you are not planning on racing, you don't need a "car specific" helmet. Just get a Motorcycle helmet. Usually around $170. Honda of Milpitas has a good wide selection of them.

last time my friend went to track(willow springs) with his motorcycle helmet, the security(or whatever) said the motorcycle helmets are not allow to car track. that's why I asked for the SA2000 helmet.

Snell is the same as SA. The only difference between a car specific helmet and a motorcycle helmet is the car specific ones are fire retardant. Useless for track days because in a fire, your body will burn, but your head won't if you don't wear a nomex suite.
Unless your ultimate plan is road racing in the future, a motorcycle helmet is the way to go. You can remove the liners on bike helmets and wash it unlike car helmets, (not sure why).
