Whats the deal with front license plates?

No bullshit, after I made the above post I left for home and three blocks from my work a black and white does an aggressive U-turn in front of the Muni terminal, flashing lights, even though I pulled over instantly he gave me blip of the ol' SIREN! Yep, pulled over for no front plate. Fortunately, I was driving my other car (Murano).
$10 fix it ticket #2.
The cop was pretty cool. I was going to ask him if they've stepped up enforcement of the front plate but thought better of it.
Maybe there has been some high level intelligence that terrorist cells in the Bay Area are known to not wear their front plates. I sure feel safer now. Just for laughs I kept track of the front plates on cars the rest of the way home and it was about 90%
In any event, now I have 30 days to drive without a plate since I can flash the ticket I already have and tell them I was just about to slap it on. Still won't put it on the S though.
