You should definitely report this foo to the police. Car theft in Hayward is a huge problem. I had my CRX broken into three times and then stolen and destroyed and the catalytic converters stolen of my girlfriend's Sequoia, all within ONE YEAR. I live near the Safeway on Jackson and I see broken glass in the gutter a lot in that area undoubtedly from many break ins.

Obviously this loser has made this a mini career and he needs to be stopped.
