I'm pretty sure if you go to his dads shop his estimate wouldn't say Labor: 70/hr OBO; so while you certainly can say you'd only be willing to pay 4K, you're just going to make yourself look like an ass.

If u offer 250 to 290obo means you are asking 16% off just like u said. If this guy is not the manufacturer i highly doubt this guy will got that much room to play IMO. unless u r not there to make money for living
