Toll Plaza, CHP Mannequin?!

Toll Plaza, CHP Mannequin?!
Okay, I don't know if I'm smoking something but I think CHP sets up a mannequin at the toll plaza during carpool hours to scare drivers.
I noticed it yesterday.
I was driving to school (From SF to Oakland) and I saw a CHP motorcycle officer on the left side of the lane.
What didn't really cross my mind was that he wasn't sitting on the motorcycle. His left hand was specifically on the gas tank, and right arm on the padding.
An hour past, I head home from Oakland to SF, and I'm driving through and I see a CHP posted, this time on the other side of the carpool lane (where trucks and buses go) and HE'S IN THE SAME POSITION!!!
I had class again today, and I saw a CHP officer, in the same position he was in yesterday! I mean it has to be a mannequin, the odds of the officer in that same position?
and it would be stupid if the cop was standing, I would think sitting on a motorcycle ready to catch someone to be more effective.

Is there a law prohibiting the use of cameras on cell phones?
Seems to me if you were able to prove you were using a camera feature, and able to show that picture, it would be ok.
