being nice will get you nowhere. even if you repaint the bumper it may not match perfectly and you will notice it.

yea, this is new paint and it doesn't match the car totally either.

Option 4 : You STFU about it and accept that it's just a car and its the front bumper and its going to get scratched and chipped again and that its not worth worrying about.

Really though, its gonna get chipped and scratched again. Just let it go.

I'd be seriously pissed about the no insurance bit and would have called the police. What would happen if he struck and injured someone riding a bike or walking down the street? Those people aren't paying for non insured motorists.
Letting him go for a little scratch is up to you but you shouldn't have let him go when you found out about the lack of insurance.

you are too kind for letting him go! i would've asked him to pay for repairs, then pocket the money because scratches/dings are bound to happen
