Since I like being the Devil's Advocate, and to give more credibility to the OP, here's a thought....

MAYBE he simply wants to find a qualified smog cert place that can diagnose/fix why his car won't pass smog. Then, after fixing the problem, he'll pass!

Edited: To add my referral for a "check only" place (Meaning if your car won't pass, then all these guys will do is confirm that it won't pass, and why).
