Best way to get them out is from the back since they're clipped in. Turn the wheel, remove a few fender liner clips/screws and reach in.

Tried this. Thanks. It seems as though the previous owner was an idiot... I felt snapped clips. And I guess he tried to glue it back in place? I dunno. Any more advice would be nice.

try heating the area up w/a hair dryer. if that doesn't work, carefully use a razor blade to cut through the glue seal. don't know what type of glue the previous owner used, but can also try some goo gone or goof off the loosen the glue.

Done. I had to wiggle it from the inside and the glue broke free....

Apparently he managed to break the clips on both sides and thought using hot glue would suffice....
