Thanks Stephen. It wasn't too bad. I've sold a lot of cars in the past, but they were all paid off, and I had the title in hand. I did sell one car that still had a lien on it, but that was in New York, so I wasn't sure if the regulations were much different in California.

The main issue is that there has to be an element of trust between the buyer and seller, mainly because the seller pays off the lien, and has to wait for the title.
