Frisco is a town in Texas. Cali is where Colombian drug lords are from.
Using those words to mean San Francisco or California makes you sound like a lazy-minded teenager. If you actually are a lazy-minded teenager, or if that's the image you're trying to cultivate, by all means use them!

I dont see whats wrong with saying Cali or Frisco. I go to Indiana a lot, and people don't say Indianapolis, they just say Indy. Or people from New Jersey, they say Jersey. My co worker is from NJ and he says only tourist say the whole name.
