Yeah SF is known for getting $100 fix it tickets for no front plate and YES they can give it to you even if you are not present - talk about BS but they do it sadly....
As for the front plate on windshield I always laugh at these people (sorry if you got one) since it by NO MEANS is legal. I have a few PD friends in various cities around the bay and this is NOT legal.
One of them told me this:
"Having a front plate on the windshield tells him that you know the front plate law and think you are smart trying to circumvent the law. Plus this is dangerous because in an accident if you get hit, the plate can become a flying projectile and kill you."
Makes sense what he says so for all of you who have front plates on the dash I would say you might as well either put it on the front bumper if you scared to get ticketed or just not have one. At least then you can tell a story about how it got stolen or something....

I got pulled over by CHP twice each time they look at my front for plates. I currently have Ricks license plate holder as it looks better than the standard location.
My other car I got a fix it ticket twice and was able to get it cleared at the police station.

7 years so far, no front plate. heck, the old skool guys know my S had NO plates at all the first 3 years
But seriously, if you are vain about hte car, you pay the price. Its that simple, you pay to play. I've gotten a few fix-its for front plates, for tint, heck, try removing tint for the MAN so you can then reinstall it, a plate is simple. Its only a fix-it, so fix it and be done...damn, I know women than whine less.

no front plate ever since i purchased my AP1. cops in SF are pretty cool about it, anywhere else in the bay area, i heard they are more strict.
