because not all 96-99 are obd2. Some were actually missing certain equipment. Some still obd1. They do not want to make an exceptions list for those 96-99 vehicles that comply with the 2000+ obd2

The shop said that he still had to do emissions test. The new law doesn't go into effect till later this year.

If they go to ODB-II and people are using O2 sensor fixes on high-flow-cats, would this mean they would pass smog assuming the visual didn't catch the cat? Obviously a test pipe would stink so much they would catch it regardless.

My understanding is the ECU uses the primary O2 sensor. The secondary O2 is used to verify the cat is working properly.
That was my impression as well, since I did my last smog with it disabled. But at the same time, sniffer readings were coming from the back so I wasn't sure.

Not completely related but wanted to share that I saw a post on IG of a checkpoint-mobile smog station setup on N. 1st Street. Anyone hear, see of it first hand & know what that is all about?

SO... RUNNING OBD2.... I CAN SEE PEOPLE GOING IN WITH TEST PIPES W/ WELDED HEAT-SHIELDS TO GIVE THE IMPRESSION OF HAVING A CAT, THEN RUNNING A O2 DE-FOULER.....

If a CHP pulls you over, and thinks you're in violation of smog laws, they can request that you submit to an impromptu smog. There's no legal reason for you to comply, and no requirement to do so. Why they're there is to state resources and citizens time, voluntarily.

PEOPLE ALREADY DID THAT.

Sorry, I had to use the caps . Smog laws in no way changed regarding visuals AFAIK. You still have to pass both visual confirmation of parts, as well as an emissions test.

yea by doing the test pipe w/ shields and defouler, it will only trick the tech for visual and functional.. but it will still fail on the sniffer... The visual and functional portion of the test was easy to pass but now with removing the sniffer.... i can see smogs are going to be more and more easy to clean pipe...
